The problem, in a nutshell, is this:
There is no R18+ rating for video games in Australia.
Our classification board is not able to introduce an R18+ rating without the support of the Attorney General of every state.
Without the R18+ classification, many games cannot be classified, and if they are refused classification it is illegal for the games to be sold in Australia.
There is one Attorney General, Senator Michael Atkinson, of South Australia, who is a bit of a cunt, and believes that by using his self-declared "power of veto", he is in fact saving the children of Australia from being exposed to violent video-games, and is saving them from some form of damnation that these computer games will bring. Unfortunately, he has just about the safest seat in the entire state, so he won't be voted out any time soon, and neither will his party. It's absurd that he has the power that he does, especially seeing as there is very much strong support for the introduction from every other Attorney General.
That's pretty much the issue with "video game censorship" in Australia; its not censorship as such, but the situation leaves the industry practically censored, for all intents and purposes. Then, there's the plan to install compulsory internet filters throughout all of Australia... but that's another issue altogether >_<
